UN is not ready to blame Damascus for bombing hospitals in Idlib

The available evidence of the Syrian authorities "guilt in the bombing of hospitals in Idlib is not enough for the UN to blame someone specifically, according to the report of the special commission of the international organization published on April 6. A special commission established in 2019 by the United Nations to investigate incidents that have occurred in north-western Syria since the signing of the memorandum on stabilization in the de-escalation zone of Idlib between the Russian Federation and Turkey on September 17, 2018 announced the results of its activities. According to her, to date, attacks on a hospital in Kafr Nobul, Idlib, Syria have been carried out by the Syrian government or its allies with a high probability. Nevertheless, the evidence available was insufficient for the commission to reach a final conclusion and hold a particular person or organization responsible, according to the commission's report. The same commission decided on five more attacks in Syria. The commission is responsible for another incident on the group Hayat Tahrir al-Sham (an organization whose activities are prohibited in the Russian Federation), too, with a high probability. The results of the Commission's work have been transmitted to the United Nations Security Council. Recall, the above-mentioned commission was established in the UN in 2019. Moscow then drew attention to the fact that the establishment of this commission was initiated by countries leading a policy hostile to Damascus. The Russian side called on the United Nations to investigate U.S. actions in Syria.
